Simmons Notary Service is an independently owned and operated business located in Beaver, Pennsylvania. We are a Full Service Notary, Mobile Notary, Loan Signing Agent, Authorized PennDOT Online Full Agent, PFBC Boating Agent and DCNR Dealer.

You will need to have valid identification. The following identification is acceptable proof of identity:
-State issued Identification Card
-State issued Driver's License
-Passport
-License to Carry
-Armed Forces ID
-Veterans ID
Identification has to be valid. If identification is expired, we cannot notarize your documents.
Anyone that needs their signature notarized MUST be present with valid identification. We do NOT notarize anyone's signature without them being present.
Notaries are not responsible for the accuracy or legality of documents they notarize. Notaries certify the identity of the signer(s). The signer(s) are responsible for the content of the documents.
Notaries are not Attorneys. We are not allowed to review or prepare your documents. The customer(s) must contact an Attorney with all legal questions. Our job is to verify your signature.
The customer needs to present the original document. The Notary needs to verify the validity of the original document and make sure it is a true original copy.
Please note: We are not allowed to certify copy any documents that state it is not allowed to be photocopied. Birth and death certificates cannot be certified copied either.
Our office does not provide witnesses. The customer needs to provide their own witnesses. We do not allow individuals to ask our other customers to witness their documents. The witnesses need to be present at the time the documentation is being notarized. The witnesses need to be at least 18 years old or older. They also cannot be related (by blood or marriage) to the signer or have any interest in the document. This is considered a conflict of interest, and we will not notarize your documents.
The seller(s) will need the following documentation:
-Valid identification
-Title
-Odometer reading
The buyer(s) will need the following documentation:
-Valid Pennsylvania Identification/Driver's License
-Proof of insurance
-Registration card if the customer(s) would like to transfer a plate from another vehicle
Please note: Seller(s) and Buyer(s) both need to be present at the time of transfer. If the seller(s) cannot be present at the time of transfer, they can have their signature notarized beforehand. If the title is already notarized, the seller(s) WOULD NOT have to be present. Also, there are other situations that does require additional documentation. Please contact us prior to your arrival to ensure you have all the correct documentation.
You cannot have your signature notarized on a title without having the buyer's name and address. This is considered an open title and is illegal. We will never notarize your title without the buyer's information.
When you purchase a vehicle out of state, it needs to be transferred into a Pennsylvania title. If you have a lien on your vehicle, the title has to be requested via fax from a PennDOT Full Agent. We will need the following information to send a request to your lien holder:
1. Account holder’s name(s)
2. VIN #
3. Year
4. Make
You will need to call your lien holder to get the TITLE DEPARTMENT FAX NUMBER. Once you have all of this information, you will call or email us the information above to send out the request. Once the request is sent, it takes about 15 business days for us to receive the title. We will contact you once we receive the title in the mail. If you do not hear from us, that means we have not received your title. You will need to follow-up with you lien holder for the status of your title.
There is two ways we can process your vehicle title. Please see description below.
Manual Processing:
If your paperwork was processed manually, you would have received a pink slip. It will take 90 days for your paperwork to be processed and mailed out to you. You will hold onto your pink slip and keep the rear window decal displayed, until you receive your registration card and title in the mail. We provide you with a date to contact us by, if you have not received your title or registration card. We CANNOT contact PennDOT prior to this date. Furthermore, we are only allowed to contact the state two weeks prior to the 90 days. If you wait past the date we give you, it could cause a delay or rejection of receiving an extension on your paperwork. This means that your car will be ILLEGAL to drive. Therefore, it is important to get in contact with us on the date given to you. It is not our responsibility to contact you to see if you received your paperwork. You will receive your title in the mail FIRST. Your registration card will come 1-2 weeks after your title. You have 90 days to apply for a duplicate title without paying the title fee again.You will need to fill it out and mail it to the state. If you need help filling out the paperwork, we would be more than happy to help you with it. There is a charge to help fill out the paperwork for our time. Before doing this, please call us to confirm your paperwork has been processed by the state. You will need to provide us with your VIN number or plate number to run an inquiry. You will need to take the proper steps listed above to avoid additional fees. If you have any questions or concerns, please call or email us.
Online Processing:
If your title was processed online, you will receive your title in 7-10 business days from the day it was processed. You will walk out with your registration card the same day. If you do not receive your title, you will need to apply for a duplicate title and send it into PennDOT. If you need help filling out the paperwork, we would be more than happy to help you with it. There is a charge to help fill out the paperwork for our time. You have 90 days to apply for a duplicate title without paying a title fee again. If you wait past the 90 days, you will be responsible for paying for the title fee. It is not our responsibility to follow up with you to see if you received your title. It is also not our fault if you did not receive your title from the state. You will need to take the proper steps listed above to avoid additional fees. You will walk out of our office with a temporary green slip to use your boat. It takes PFBC 60 days to process paperwork. We will provide you with a date that you are required to get ahold of us by if you do not receive your credentials from PFBC. It is not our responsibility to follow up with you to see if you received your title/registration/stickers. You will need to take the proper steps listed above to avoid additional fees or delay in paperwork. If you have any additional questions or concerns, please call or email us.
You will walk out of our office with a temporary registration and plate. It takes DCNR 45 business days to process paperwork. We will provide you with a date that you are required to get ahold of us by if you do not receive your credentials from DCNR. It is not our responsibility to follow up with you to see if you received your title or registration. You will need to take the proper steps listed above to avoid additional fees or delay in paperwork. If you have any additional questions or concerns, please call or email us.
